Health, Safety & Resilience Manager

SALARY: PO6 (SCP42-45) £50,512 - £53,630

Subject to Job Evaluation Review in approx. one year

LOCATION   OF  POST:

Based at Antrim Civic Centre but may be required to work in other locations

 

MAIN PURPOSE OF JOB

 

  1. Support the Head of Health Safety & Resilience in department matters and deputise where required
  2. To assist with the development, promotion, implementation and regular review of the Councils Health, Safety and Resilience Strategies, Policies, Procedures and Plans.
  3. Engage with Regional Resilience groups and Multi-agency forums representing Council as required.
  4. Ensure an effective claims management provision.
  5. Deliver the Departmental Business Plan across Council in support of the Corporate Plan and in compliance with all legal and statutory requirements.
  6. To provide specialist advice and guidance to the Head of Health, Safety & Resilience and all Directors, Deputy Directors, Heads of Service, Managers and staff in matters relating to health, safety and welfare.
  7. To fulfil the statutory role of ‘competent person’ as outlined in Regulation 7 of the Management of Health and Safety at Work (NI) Regulations 2000 and also support regulatory compliance / technical support for all associated council operational tasks

 

1 To lead Council’s compliance with all Health, Safety and Wellbeing statutory and business requirements, fulfilling the statutory role of ‘competent person’ as outlined in Regulation 7 of the Management of Health and Safety at Work (NI) Regulations 2000 and reduce the risk of threats to Council.

 

2 Act as the primary source of specialist technical advice and guidance to management and staff on matters relating to Health, Safety and Well-being, including informing and facilitating internal policy review and development.

 

3 Lead on preparing all supporting policies and procedures. Identify any internal or external changes with the potential to affect these documents and prepare reports accordingly for the Head of Health. Safety and Resilience’s approval.

 

4 Assist with the development, review and promotion of Council’s Resilience plans, including Emergency Plan, and all supporting plans.

 

5 Assist with the implementation of Business Continuity plans, engaging with relevant services on critical reviews to ensure an effective Business Continuity response.

 

6 Identify and analyse trends and opportunities for improvement across all areas of Health, Safety & Resilience.

 

7 Effectively manage the Resilience aspects to ensure and support an appropriate Council response and recovery during and after emergencies.

 

8 Advise on policy amendments and extensions to current Council Insurance policy.

 

9 Manage and review the implementation of electronic and manual systems for the management of health and safety across Council ensuring managers understand their role and responsibilities in this area. 

 

10 Work with Council Directorates to ensure compliance with requirements for accurate record keeping, access to information and information provision in line with Council’s agreed policies, procedures and statutory obligations.

 

11 Fully implement a comprehensive programme of safety audits and inspections. Where considered appropriate recommend to the relevant Line Manager / Head of Service the suspension of any task or activity that is likely to result in injury or to place the Council at risk of prosecution or liability.

 

12 Identify and co-ordinate campaigns for Health Safety and Resilience as identified in trend analysis to prevent reoccurrence of incidents and accidents.

 

13 Ensure accurate and timely production of all statistics and reports required by the Corporate Leadership Team, Heads of Service, Council, Committees and line managers and provide regular updates on implementation of strategies and action plans.

 

14 Plan, design, co-ordinate and deliver health, safety and well-being training programmes. 

 

15 Facilitate consultation with the Trade Unions in respect of health and safety matters, and assist in responding and resolving union safety concerns across all services.

 

16 Co-ordinate and support the work of the Council’s Corporate Health, Safety and Well-Being Committee and any other relevant committees

 

17 Advise and support line management completing statutory Health, Safety and Well-being risk assessments and implementing risk management solutions relating to all aspects of Council workplaces and work activities, so ensuring risk assessments and risk control processes are adequate and up to date. 

 

18 Ensure appropriate reporting of work-related accidents/ incidents/ ill-health to the Health and Safety Executive (NI) to fulfil Council’s statutory duty under The Reporting of Injuries, Diseases and Dangerous Occurrences Regulations (RIDDOR 97). Ensure adequate investigations, reports and follow-up to accidents/incidents are completed, providing reports where required. 

 

19 Assist by liaising with insurers, loss adjustors and legal defence teams, attending court as necessary to help Council defend against legal claims.

 

20 Carry out critical reviews and offer technical guidance regarding event safety plans for proposed council events. Where agreed with the Corporate Leadership Team, Director or Head of Service, suspend any activity identified as a foreseeable risk. 

 

21 Attend Council events, events planning meetings and Safety Advisory Groups, as required by the Head of Health Safety & Resilience, providing Health Safety & Resilience advice, as necessary. These will often be in the evenings or at weekends.

 

22 Participate in internal and external working groups in relation to Health, Safety & Resilience. These may involve Elected Members and Community Group Members.

 

23 Provide an out-of-hours standby cover for Health, Safety & Resilience.

 

24 Be available from time to time to carry out duties outside of normal working hours and in addition to basic contracted hours.   Any additional hours worked will be remunerated in line with the Council’s policies at that time.

6 Carry out any other relevant duties that could be assigned, including working in other sections of the Department and Council.

 

7 To be available to work flexibly in other services during emergencies. 

 

EMPLOYEE SPECIFICATION

CATEGORY

ESSENTIAL QUALIFICATIONS

  • Degree or equivalent qualification in a relevant discipline e.g. risk management, health and safety, environmental health etc.

(Consideration may be given to those candidates who do not hold the above degree or equivalent qualification but who can demonstrate a minimum of 4 years’ relevant experience as outlined below.)

AND

  • A relevant Occupational Health and Safety qualification e.g. NEBOSH National General Certificate etc

AND

  • Eligible for Chartered membership of a relevant professional body eg IOSH

2 years’ relevant experience in a Health and Safety role to include each of the following;

 

  1. Policy implementation
  2. Designing / delivery of training
  3. Providing advice and guidance to managers

  • Full current driving licence or, if a disability prevents driving, access to a suitable form of transport to enable the duties of the post to be carried out in full
