Governance and Reporting Manager, Grassroots Facilities Investment Portfolio

Our work in the Sport and Gambling (S&G) Directorate is at the heart of DCMS’ role to support growth and enrich lives - helping the nation to get more active; working with the gambling industry and sports sector; delivering major sporting events; and overseeing the National Lottery. Our sectors employ over 100,000 people and add billions to the economy.
Within the S&G Directorate, the Major Sporting Events and Delivery Unit works side-by-side with the Sport Team to deliver DCMS’s direct capital investment into grassroots sports facilities, including the multi-sports grassroots facilities programme, to enhance the legacy of major sporting events and help get people active. The Multi-Sport Grassroots Facilities programme is a £300m+ investment into football and multi-sport facilities across the UK, to improve facilities in communities.
The Major Sporting Events and Delivery Unit also works to build on the UK’s track record of hosting world-leading major sporting events - bidding for them, ensuring they are delivered successfully, and making sure we properly evaluate their impact. High profile examples include the 2024 UEFA Champions League Final and Rugby World Cup in 2025 – as well as preparing to host EURO 2028 across the UK and Ireland following our successful bid to UEFA.
Job description
This role will sit in the Grassroots Facilities Investment team that is responsible for DCMS’s direct capital investment into grassroots sports facilities.
The post holder will work in the Grassroots Facilities Programme Management Office (PMO) and be responsible for ensuring effective governance and reporting is carried out across the grassroots facilities portfolio and multi-sports grassroots facility programme, supporting delivery of high-quality, inclusive facilities to help to get more people active. The successful candidate will undertake Secretariat duties for the portfolio’s programme board and reporting to senior civil servants and Ministers; manage programme management tools and documents such as programme plans, risk logs and information management; and work with funding Delivery Partners and other key sporting stakeholders to help deliver the investments. You will have the opportunity to visit sites that have received funding and see firsthand the impact and benefits of the investments.
You will work alongside experienced project and policy professionals in a fast paced environment and have the opportunity to develop your skills and experience in project management and the civil service more generally.
Person specification
The ideal candidate would have the following key skills and requirements:
Essential requirements:
- PPM: Project and programme governance, reporting and management skills, experience of working in a programme or project environment.
- Stakeholder management: Strong stakeholder management skills, with the ability to collaborate with and build influential relationships with internal and external partners to drive delivery.
- Communication: Effective oral and written communication skills, with experience of communicating with a range of internal and external stakeholders.
- Deliver at pace: Ability to deliver at pace against competing priorities and stay calm under pressure.
Desirable requirements:
- Programme and/or project management qualification.
- Ability to think strategically, articulate a wide range of objectives and interests and to bring these together in a shared vision.
- Experience working cross-government, Arms Length Bodies and with the Devolved Administrations.
