Engineering Services & Compliance Lead

About the Role  
The Engineering Services & Compliance Lead will strive to ensure that Royal Borough of Kingston is compliant with statutory workplace regulations at all times and includes compliance with the Regulatory Reform (Fire Safety) Order 2005. This will involve regular hands-on inspections of engineering plant to assess maintenance standards and resilience; regular inspection of maintenance records, and management of planned, remedial and reactive tasks through to timely completion. The post holder will also ensure all activity is evidenced in a clear and compliant manner as well as being thorough and a meticulous planner and record keeper.
The role will include management of hazardous materials, eg asbestos; public health systems; and compliance relating to building fabric, eg: fire doors, where works to building fabric will be managed by the wider Building Services or Capital Delivery teams. You will work closely with the Corporate Health & Safety Advisor and with stakeholders and customers, including building managers where imparting of statutory compliance knowledge and handholding to ensure compliance is reached, will be an important element of the role.
It is expected that to be effective in this role a high degree of physical attendance in the workplace is required. Ratio of days of attendance and remote working will vary in line with business requirements but are likely to be around 4:1 per week.

The role provides an excellent opportunity for suitably experienced and skilled candidates to shape and make their mark within the early stages of delivery of new FM services at Royal Borough of Kingston.

Facilities Management manages the built environment to ensure safety, efficiency and comfort for all users as well as playing the key role in maintaining the council’s assets in optimum condition. The need for a highly skilled and experienced, strategic and operational management team is critical to its success. A brand-new team of six staff is being recruited to progress and manage a newly commissioned FM service, being delivered by specialist contractors.
About You  
To be successful as Engineering Services & Compliance Lead, you must have:
  • A bachelor's degree in an engineering discipline or equivalent is essential as well as affiliation to CIBSE or other recognised, industry-related body or be working towards relevant industry-recognised accreditations &/or memberships.
  • Hold a IOSH or NEBOSH general certificate in health and safety.
  • Must have a substantial, proven background in managing engineering services maintenance within corporate buildings and be thoroughly conversant with statutory workplace regulations and their interpretation and application.
  • Experienced in a public sector, client-side capacity with a breadth of experience across an extensive and varied property portfolio of complex buildings is desirable
  • Must have a collaborative work ethic with excellent leadership and influencing skills.
  • Must be an effective communicator at all levels.
  • Must possess skills and experience to manage engineering services supply partners, achieving maximum quality and value for money whilst building and maintaining effective working relationships.
